Trump Moves to Cut Federal Funding From Democratic Cities

Two things:

1) Are so-called “anarchistic jurisdictions” those places where citizens are allowed to exercise their Constitutional rights?

2) Don’t Republicans, independents and others also live in these “Democrat cities?”
